Berlin Memorial School - Main Meter

Introduction

Under the provisions of Massachusetts Green Communities 2016 funding and as a subcontractor to Guardian Energy Management Services, Advanced Energy Intelligence ("AEI") is delivering the reporting on this website in order to satisfy the requirements of the funding and Guardian's purchase order number 5002-AEI. Specifically, this web site covers line item 1 of our proposal to Guardian to provide "Main Meter Analytical Services" for the Berlin Memorial School. The reporting we are providing here is known by our product designation "SoftStart".

Scope of Work

AEI was charged with delivering a review of the electricity usage at Berlin Memorial School and Town Hall in an effort to characterize the way that energy is used at these facilities and establish a baseline understanding against which future energy efficiency projects may be measured.

The work performed includes this website as a platform for future reporting and measurements so that Guardian and the Town of Berlin may better understand how energy is consumed by season, time of day, day of week and a wide range of other performance characteristics which can be compared with other facilities of similar size and use types.

The work performed included the installation of our AEI/Obvius/Verizon main meter solution to obtain real-time main meter data from both facilities. We did this because we learned late in the project cycle that neither facility is qualified for the National Grid G-3 "Time of Use" rate tariff. This means there is no main meter history available through the "EPO" platform. The lack of history from the main meter was a significant setback for our analysis work, but the silver lining is that with the installed solution we can now track electric usage at both facilities in real-time. By the time the summer peak season arrives, both facilities will be positioned to react to peak demand conditions with far more data-driven insight than could ever be afforded with the utility "EPO" data which only reports monthly with a 30-day delay.

Current Status

As of this writing, all ingredients for our deliverable are in place:

  • Real-time main meter data collection from both facilities,
  • Nightly collection of BAS data from both facilities (500+ sensors at Memorial, 250+ sensors at Municipal,
  • The deployment of this website as a reporting portal,
  • And back-office procedures for monthly updates to the reporting,
Going Forward

The minimum monthly deliverable will be reporting updates to this website along with analysis and commentary. When 3 months of data collection have been achieved, we expect to broaden the commentary to specifically address assets or individual trends that are noteworthy in terms of their tendencies. By calendar Q2 we will be positioned for the summer peak demand season, and that will include real-time alerts to the facility to help avoid peak demand charges. Additionally, by Q4 we expect to incorporate utility billing parameters to configure our internal billing engine for pro forma billing statements which can be used to reconcile with the utility and provide analyses for the consideration of alternative fuel sources.

Discussion

Most values presented are not yet relevant due to the small sample size. Peak and median values are based on a limited 10 day reporting period, and these cause the Cost and Annualized Cost per square foot calculations to be understated. This section will be more relevant when separated by month instead of year. What's important is that the structure is in place for monthly updates with increasing accuracy.

We do note that, so far, Memorial shows a very good Peak to Median ratio which is an indication of good night and weekend setback policies. These are discussed in more detail below.

Utility Bills

With thanks to Matt Whittemore at Guardian and Judy Booman from Town of Berlin, we obtained monthly National Grid electric bill summary data. We present that data below in a simple bar chart format. Click on any of the legend items to change the data view, and mouseover any bar for a year/year comparison for any given month.

Discussion

Since we lack historic interval data for Town Hall and Memorial School, we plan to support and extend this visualization in several ways to maximize our ability to compare forward data to prior years:

  • Update the chart with each new month of data,
  • Obtain similar data for the Town Hall building,
  • Show additional metrics found in the spreadsheet data that have not yet been implemented,
  • Calculate seasonal comparisons and incorporate HDD and CDD for annual weather normalization,
  • Obtain utility and commodity bills; Reconcile the monthly billing summary to our billing engine, peak and usage calculations based on actual rates.

By the end of Q1 we will have approximately 3 months of main meter interval data that should enable us to reconcile to the utility bill summary data. Going forward, we can then more accurately estimate savings opportunities from peak demand reduction and other ECMs that might be considered.

How to read a Cumulative Load Chart

Cumulative Load Charts present the loads for a given period sorted from lower values on the left to higher values on the right. For a chart with a year of hourly average values, the X-Axis will range from zero to 8,760 (hours) and the Y-Axis ranges from zero to the maximum load for any given hour. The gray numbers in the left margin show the 5th, 50th and 95th percentile values. The red value in the left margin is the average value found in the period.

How is this useful?

These charts present a quick signature of a given facility and can help us understand how often a building is in a given state. In a building with good weekend setback, we expect the orange weekend values and all off-peak hours to be to the left of median given that 70% of any week is technically off-peak. An inflection point typically shows the transition point where the building becomes more active during occupied hours. The far upper right corner is the 95th percentile data, and the relative proportion of hourly average loads in that part of the chart help us understand peak demand volatility. The ratio of 95th percentile to 5th percentile and to 50th percentile (median) are also useful indicators of building control. In an ideal world where a building has a firm occupancy schedule and aggresively sets back during unoccupied hours, we would expect an inflection point in the curve around 70% of the hours on the X-Axis.

Weather Normalization and Correlation

Before we consider whether or not it makes sense to normalize years to account for weather, we first look at how the building load correlates with weather (defined by Weather Underground Air Temperatures for ZIP 01503). Where the correlation is poor, it makes little sense to expect that normalizing for HDD in winter or CDD in summer is meaningful in any way. To give weather the benefit of the doubt, we show regressions of load on OA Temperatures for the specific seasons in each year, since correlations are usually improved when isolating specific seasons of the year.

Weather Normalization by Month

Usage, HDD and CDD are normalized to 30 day values based on actual monthly Obvius loads and weather data for 01503. For discussion: We could probably eliminate 11 kW (Memorial) or 17 kW (Municipal) of base load to narrow the weather effect calculations. Until we decide how to do that, the best use of this data is to compare this month to Same Month Last Year for a year/year comparison by month. For example, Feb 2018 had a weather-normalized usage of 26.8 kWh/DD compared to 24.4 kWh/DD last Feb, for an increase of +9.8%.

Daily Profiles

In this presentation of the data, we build a composite daily profile that shows additional detail for the hours in an average day. Each point on the chart represents a 15 minute average value from the main meter which records loads at 1 minute intervals. The dark gray bands represent one standard deviation plus or minus from the average value shown as a black tick mark. The light gray bands connect the min and max for each 15 minute period in the day.

The hours that appear lie along the 5th percentile are daytime weekend hours. Color-coding is on an arbitrary outside air temperature scale, with green meaning cooler temperatures and red for warmer temps.

Section 7.02 is deprecated as of January 2018 in favor of this new section 7.01 which shows a more interactive chart with better resolution. In this presentation of the main meter load, data for any selected period is wrapped or folded onto a 1-day composite day. So if the selected period is a 31-day month, that means that a point on the line chart is the average load for that time of day for 31 days.

Discussion

A typical school profile, with good night and weekend setback. The building nominally turns on between 6am and 7:30am and then has an additional burst from 9am through noon. After noon, the load gracefully falls back to its median level by around 6pm. We'll be curious to look at the BAS mechanical equipment to see that can explain what seems to be about 10kW of fuzziness in the midnight hours and whether that energy is required to help the building achieve its morning requirements or that the night setback might be improved. It may be that there are certain evening activities at the school that explain the variability between 6pm and midnight.

Weekly Profiles

We show the main meter interval data in a 7-Day composite profile to get a feel for how well the building sets back on weekends, and to a lesser degree, at night. Each chart shows the 15 minute readings for the months of June through August. We are looking for reduced loads on Saturdays and Sundays, and then for unusually high mid-day peaks in the occupied weekdays. The overnight hours appear as troughs in between the occupied mid-day hours, and we look for them to be sharp and defined which would coincide with a good end-of-day setback and sharp morning start-up policies.

Discussion

Insufficient data to draw any conclusions. But there are good indications that the school sets back nicely at night and on weekends. There does seem to be something happening around the midnight hours on Tuesday, Wednesday, Friday and Saturday - but not on Sunday, Monday or Thursday. A quick eyeball calculation guessing a total of 20 hours, with a load difference of about 10kW puts a cost on that 200kWh of about $120 per month assuming $0.15/kWh.

Daily Profiles by Month

In this presentation of the data, we build a composite daily profile for each month. This is not a very common presentation of 15-minute utility data, but it serves to show what an average day looks like for each month in the given year. It is not intended to inform night or weekend setback, but instead to illustrate a rough look at an average day for each month in the year.

If we plotted this chart for just January data, it would be identical to the plot shown in the Daily Profiles section for January.

Discussion

We define the night setback load as the median load of the facility during the weekday hours of 6pm to 6am. The choice of hours is rather arbitrary, but it's a decent measure of the load in the building during what are likely to be unoccupied hours. Given that roughly 70% of all hours in a week are when a building is in an unoccupied state, we consider night and weekend setback to be important ways to reduce the kWh usage portion on the monthly utility bill.

Memorial shows a night setback load of about 23.0kW. Compared to its median load during weekday occupied hours (51.8kW), we see a ratio of just over 2 to 1. This number will change as more data is acquired, but for the moment this would appear to be a reasonable ratio.

Unoccupied kW/1000ft2 Comparison to Three Boston Schools

As an independent measure of night setback, we made a similar calculation using a few schools in the City of Boston for a comparison. The 2.5th or 5th percentile kW value is commonly used as a proxy for how well buildings set back during the unoccupied hours.

The data in the tables below show the Memorial School had a 5th percentile kW of 0.390 kW/1000ft2 so far in January 2017, just slightly higher than those selected schools in Boston.

Discussion

The School shows good weekend setback characteristics with a weekday occupied to weekend all-hours ratio of 3 to 1. The weekend hours have a median load nearly 25% (6kW) lower than the weekday nights which is another strong performance indicator in that the building treats weekends more aggresively than it does nights because the weekend has two days that don't need to meet morning requirements.

Discussion

Memorial School correlates very loosely with the ISO New England demand for the observed hours in January. ISO New England correlates well with weather, so in a sense any correlation with the grid is rooted in a correlation with weather. That said, the R2 for Memorial isn't strong enough to warrant a strong demand response to what the grid is reporting, but this will likely change during the summer months subject to the occupancy and setback position of the school at that time.

Peak Demand

ICAP Tag and Capacity Charges

Capacity charges for FY17 are a foregone conclusion and are $15.00/kW. The charges for FY18 are $9.55/kW and the ICAP tag associated with facilities in the ISO New England service area will be determined when the grid sets its peak hour for the fiscal year beginning on June 1, 2017.

We do not assume there is an ICAP tag effect at Memorial and Town Hall due to their relatively small size and the G-2 schedule. We do want to review utility bills to confirm this, since some commodity contracts will offer a blended kWh rate that accounts for the regional capacity charge. Since the peak kW is known for a facility on the G-2 schedule, it's possible that there is a relationship between the monthly demand charge and the annual peak hour determined by ISO New England.

We do not account for the Direct Energy contract when making our calculations in this section or in the Billing Data section below. Instead, we make all calculations based on the stock National Grid G-2 rate schedule and assume that National Grid is the fuel supplier.

Discussion

More data is necessary to make certain calculations about how the facility may lower it's monthly bill by way of peak demand reduction. The advantage at Berlin is that the AEI/Obvius/Verizon real-time main meter monitoring affords the opportunity to be warned of impending peak conditions. Regardless of the ISO peak hour and ICAP effect, there are savings to be had each and every month to the extent that the peak demand reported to the utility is minimized.

Shown in the table above, we calculate the "cost" of the top 5th percentile of loads in the month. Given that only 5% of the hours in the period exceeded 63.4kW, the difference between that load and the presumed peak of 103.7kW used to bill the facility represents a $343 opportunity assuming a demand charge rate of $8.50/kW per the G-2 schedule.

Billing Data

Our AEI Billing Engine uses the main meter data and utility rate schedule to do a backward-looking pro forma calculation of what the monthly utility bills should have been for the facility. The accuracy of our calculations will depenend on our assumptions of the utility rates that are in effect for each period, and only to the extent that the main meter data is complete when compared to the data used by the utility when calculating the bill.

In the specific case of Memorial School and Town Hall, we are making the assumption that the fuel supply was provided by National Grid according to its G-2 NEMA Variable Supply schedule. After we are able to review actual National Grid and Direct Energy or other commodity bills from the site we will update this table to more accurately reflect the rates that are in effect. We will continue to show the stock National Grid calculation so that a cost comparison can be made; the facility should be able to recognize and quantify the benefit that we expect to find as a result of any commodity contract that has reduced the supply cost for the Town.

Discussion

Given our assumptions that National Grid is the fuel supplier at the site, we can see that their relatively high supply rate explains 44.7% of the bill. The balance is from other usage charges and notably, 40.9% of the pro forma bill comes from demand charges based on the peak kW in the period. Our calculation for demand charges is slightly overstated, in that we take the highest kW found in any one-minute interval, where the utility takes the highest average 15-minute period.

With demand charge costs at $8.50/kW, and a January peak demand of 103.7kW, a 10% reduction in peak demand for the month would have resulted in an $85 savings. Given the limited data retrieved to this point, that is a rough estimate but the point is that a 10% reduction is likely feasible in a way that does not compromise building comfort and only affects a few critical hours in the month. Further, we expect the savings opportunities to be magnified if the demand will rise in the summer months.

The National Grid G-2 rate is not a time-of-use schedule, and as such it does not record the interval data for the site. Instead, it only records the highest value seen at the site and it holds that peak value until the meter is reset during the course of retrieving the monthly data for billing purposes.

This table will be updated in the course of normal monthly processing as each new month of EPO data becomes available through the rest of the year.
